This is a request under the Freedom of Information Act. I hereby request the following records:
All versions of the JTF-Guantanamo Bay Media Ground Rules that were released between 2001 and 2017.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes. I am a member of the news media and request classification as such. I have previously written about GiTMO, the U.S. government, and information access at U.S. naval facilities for Slate, How We Get to Next, the Massachusetts Review, and others. My articles have been widely read, with some reaching over 50,000 readers. As such, as I have a reasonable expectation of publication and my editorial and writing skills are well established. Additionally, I wrote my M.A. thesis on the Guantanamo Bay Detainee Library and continue to expand on that research in a series of longform pieces. I also traveled to GiTMO in June 2017 and signed a copy of the 2017 JTF-Guantnaamo Bay Media Ground Rules documents in my capacity as a reporter.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

This is an interim response to your Freedom of Information Act (FOIA) request dated Saturday, June 17, 2017. Your request has been assigned FOIA case number SC 17-119-S, and we ask that you use that number when referring to your request.
We will be unable to respond to your request within the FOIA's 20 day statutory time period as there are unusual circumstances which impact on our ability to quickly process your request. The unusual circumstances are: (a) the need to search for and collect records from a facility geographically separated from this Office; (b) the potential volume of records responsive to your request; and (c) the need for consultation with one or more other agencies or DoD components having a substantial interest in either the determination or the subject matter of the records.
At this time we are unable to provide you with an estimated completion date as the offices/components who will conduct record searches have not yet had time to evaluate the time needed to search and review records. We are also not able to estimate how much time will be required for inter/intra agency review until the actual records have been located.
If you would like to discuss how to limit your request in order to speed the processing time, we would be pleased to discuss how you might modify your request.
Finally, we interpreted that the time frame of your request is from 2001 thru 2017.
