Pursuant to the Freedom of Information Act, I hereby request the following records:
All records relating to Johann Joergen Jensen (alternatively: Joergen Jensen or Jørgen Jensen), a Danish national, who was listed as the President of Flamenco Maritime, S.A. in Panama from June 26, 1980, to November 30, 1990. Specifically, I am looking for any records that document his dealings with this company and the Apartheid South African government in the 1980s.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

This is an appeal under the Freedom of Information Act, 5 U.S.C. § 552.
On July 27, 2018, I made a FOIPA request to your agency for all records on the Danish national Johann Joergen Jensen. On August 10, 2018, your agency denied my request on the grounds that it constituted "an unwarranted invasion of personal privacy." My FOIPA Request No. is 1412427-000.
The information which I have requested is clearly releasable under FOIA and, in my opinion, may not validly be protected by any of the Act‘s exemptions.
I would like to appeal your decision on the grounds that my request does not constitute an invasion of privacy because Mr. Jensen is deceased. Below, I have provided two links to Mr. Jensen's obituary from 2007, appearing in Danish newspapers:

For reference, the UPI reported in 1986 that Mr. Jensen was prosecuted in Denmark for illegally dealing arms to apartheid South Africa (see link below). The obituaries above refer to the same criminal proceedings.
I trust that upon re-consideration, you will reverse the decision denying me access to this material and grant my original request.
As I have made this request in the capacity of a journalist and this information is of timely value, I would appreciate your expediting the consideration of my appeal in every way possible. In any case, I will expect to receive your decision within 20 business days, as required by the statute.
