All emails sent to, from, and within NORAD regarding the October 28th untethering of a JLENS aerostat at Aberdeen Proving Ground.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

The following was issued by CINCNORAD in January 1996:
"NORAD, while not subject to the US FOIA or Canadian ATIA, is still a military organization funded by the taxpayers of both nations and, as such, should follow the spirit and intent of both laws. Therefore, it is HQ NORAD policy that US FOIA and Canadian ATIA requests be processed and the information or records requested be provided unless they meet guidelines for non-release due to security classification. "
Are you saying that the records I'm requesting "meet guidelines for non-release due to security classification"? Otherwise, it would appear that you are required to "follow the spirit and intent" of the FOIA and search for responsive records as I've requested.
