IRS Identity Theft Information, Tactics, Budget, And Fallout

This is a request under the Freedom of Information Act. I hereby request the following records:

To whom this regards, I am requesting a copy of documents that detail any and all of the following particulars:

1.) The number of identity theft claims open, closed, or in processing for the IRS for years 2012, 2013, and 2013.
2.) Manuals, documents, memos, internal emails, or instructions detailing how the IRS handles claims of identity theft, including but not limited to the IRS's policies of criticizing / reviewing tax returns more extensively after the IRS has received a claim of fraud of identity theft.
3.) Any documents detailing the IRS's procedures when coordinating with local, state, or federal law enforcement.
4.) The total budget and breakdown of the IRS office including the number of staff and contractors / services for the IRS's identity theft prevention and restoration units.

The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, and is not being made for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
