This is a request under the Freedom of Information Act. I hereby request the following records:

1. Any and all documents awarding compensation and/or discussing compensation and/or assessing rates of compensation to the owner of the land on which the American military built Combat Outpost Dolby (COP Dolby) in Baghdad, Iraq.

2. Any and all documents generated by a June, 2015 Inspector General complaint, through use of online form DD 2949, that the owners of the land on which the Americans had built Combat Outpost Dolby had never been compensated for their land.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

I appeal the determination of "no responsive documents" based on a DD 2949 claim filed mid-June, 2015 seeking investigation into US Army's acquisition of farmland in Iraq on which to build Combat Outpost Dolby. The investigation must have produced some number of documents responsive to this request. DD 2949 filed with Wanda Grady, Assistant Inspector General, USCENTCOM.
