Dear Arnetta,

This is a request under the Freedom of Information Act. I hereby request the following records:

A list of inmates who have been held under special administrative measures both pre-conviction and post-conviction since 1998 to today. If releasing names of these inmates is not possible I would like a breakdown for every year since 1998 by gender, ethnicity, religion and charges, and whether they were/are held pre-conviction, post-conviction or both.

Additionally, I would like to request a breakdown by numbers of SAM detainees held in all of the locations where SAMS can be imposed: ADX Florence, FCC Butner, MCC New York, MDC Brooklyn, USP Terre Haute, USP Allenwood, USP Lee, FMC Devens, and FMC Carswell. In case I have missed a location in this list, I would like that location to be added to the breakdown.

I require this information for a story I'm working on. I'm a journalist, completing my master's thesis at Columbia Journalism School.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

It has been determined that you are an "all other use" requester. As such, we will process your request up to the first 100 pages and the first two hours of search time at no charge. If a component estimates that the total fees for processing your request will exceed $25, we will notify you in writing of the estimate and offer you an opportunity to narrow your request in order to reduce the fees. For your information, Congress excluded three discrete categories of law enforcement and national security records from the requirements of the FOIA, See 5 U.S.C. ยง 552(c) (2006 & Supp. IV (2010). This response is limited to those records that are subject to the requirements of the FOIA. This is a standard notification that is given to all our requesters and should not be taken as an indication that excluded records do, or do not, exist.

We regret to inform you that we cannot comply to your request. The National Security Division does not handle this type of request. Therefore, your file is hereby administratively closed in the National Security Division.

If your request is for information available on the website, this is the only response you will receive.
