This is a request under the Freedom of Information Act. I hereby request the following records:

1) Copies of all requests since Jan. 1, 2012 by the Bureau of International Narcotics and Law Enforcement Affairs (INL) for Department of State vetting and clearance to train individuals or units in foreign countries. INL's memorandums of understanding with local law enforcement agencies state that they cannot train individuals or units in foreign countries until they receive Department of State clearance. See Section XII(g) of the attached MOU between the Boston Police Department and INL.

2) A list of all foreign individuals and units the Department of State has vetted and cleared for INL training.

I ask that all fees be waived for this request as I am a journalist and I intend to use the requested records to publish articles in the public interest about the function of government and not for any commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
