This is a request under the Freedom of Information Act. I hereby request the following records:
All contracts (and their amendments) and memorandums of understanding entered into by Immigration and Customs Enforcement for services and activities related to the South Texas Family Residential Center (https://www.cca.com/facilities/south-texas-family-residential-center). Please include all associated Requests for Proposal, responses, exhibits, and amendments.
This request is being made as part of a journalistic inquiry into public-private corrections partnerships; due to its relevance to the current national discussion of the criminal justice system and the materials' necessity to the news-gathering project at hand, categorization as a news media requester and associated waivers of fees would be appropriate and greatly appreciated.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

For this reason, §5.3(b) of the DHS regulations, 6 C.F.R. The FOIA does not require an agency to create new records, answer questions posed by requesters, or attempt to interpret a request that does not identify specific records. Please resubmit your request containing a reasonable description of the records you are seeking, specifically a date range for the information you seek. Upon receipt of a perfected request, you will be advised as to the status of your request.
