This is a request under the Freedom of Information Act. I hereby request the following records:

State Department files on Hugo Chavez (July 28, 1954 - March 5, 2013). Proof of death is not required because his 2013 death from cancer is common knowledge.

Died: Caracas, Venezuela, March 5, 2013
Citizenship: Venezuela

Reuters obituary (March 5, 2013) [http://www.reuters.com/article/2013/03/05/us-venezuela-chavez-idUSBRE92405420130305]: Venezuelan President Hugo Chavez has died after a two-year battle with cancer, ending the socialist leader's 14-year rule of the South American country, Vice President Nicolas Maduro said in a televised speech.

CNN obituary (March 5, 2013) [http://www.cnn.com/2013/03/05/world/americas/venezuela-chavez-main/index.html]: Venezuelan President Hugo Chavez has died, Vice President Nicolas Maduro said Tuesday.
In a national broadcast, Maduro said Chavez died Tuesday at 4:25 p.m.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I am in receipt of your 21 May 2013 letter with reference to my FOIA request for files on Hugo Chavez, which you assigned reference number F-2013-01272. In your letter you indicate that my request does not allow for searching of indexes. Please clarify how providing a search term, "Hugo Chavez," does not fit into that indexing capability. If it does not, please explain how to better craft a request so that it is more easily indexed.
