Dear Mr. JPat Brown,

This is in response to your Freedom of Information Act (FOIA) request dated
February 16, 2018 for records in the custody of the National Archives and
Records Administration (NARA). You requested access to Federal Bureau of
Investigation (FBI) case file 100-HQ-267767 regarding the psychologist
Howard Gruber. Your request was received in this office on February 20,
2018 and assigned reference number *RD 56116*.

We examined case file number 100-HQ-267767. Based on our review, however,
this file is deemed unresponsive to your request. The subject of the file
is Victor K. David Ross. He was born in November 1900 in Czechoslovakia
and lived in Ithaca, New York. The file was compiled between the years
1944 and 1960 and consists of approximately 200 pages within two sections.
A Howard Ernest Gruber who was a graduate student at Cornell University in
Ithaca and who lived in Brooklyn, New York was only briefly mentioned on
page 20 of serial 9 as having met with the subject of the file on one
occasion in 1950. Since Howard Gruber is not the subject of the file, we
will not be reviewing case file 100-HQ-267767 in response to your request.

We regret that we could not assist you further. This concludes the

We do not consider this response to be a denial of your request under the
