A copy of all files on the Hackers On Planet Earth (HOPE) hacking conference, which has taken place in New York City since 1994.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Hi,

Let's narrow the scope to the following:

Any records pertaining to speakers at the HOPE conference since 2004.
Any records naming individuals of interest either speaking or attending the HOPE conference since 2004.
Any records related to investigations about conference organizers of the HOPE conference since 2004.

Does that narrow it sufficiently?

Good afternoon,

We appreciate your following up with us regarding this request. The DHS regulation requires that requesters describe the records sought in sufficient detail to enable DHS personnel to locate them with a reasonable amount of effort. A reasonable description contains sufficient information to permit an organized, non-random search for the record based on the component’s filing arrangements and existing retrieval systems. The regulation also states that to the extent possible, requesters should include specific information that may assist a component in identifying the requested records, such as the date, title or name, author, recipient, subject matter of the record, case number, file designation, component, or reference number.

Conversely, requests seeking “any records” without regard to a specific topic or keyword generate a great deal of material that is unlikely to be of interest to the public or shed light on the government’s operations but will still need to go through the page-by-page, line-by-line review process. Processing these kinds of requests do not provide as much value to the public, and hinder our ability to respond to all FOIA requesters in a timely manner.

Thus, please provide us with an office or component, names of individuals/targets that you believe have these records, in addition to, keywords or phrases and a specific timeframe to narrow the scope of your search. Let us know if you have any further questions.
