From: Andrew Free

I hereby appeal the agency's release in full. The agency failed to reasonably segregate the non-exempt information on all but two pages of this Report of Investigation. Consequently, the agency's redactions are improper and unsupported by law. Moreover, the agency failed to conduct an adequate search as demonstrated by the absence of any of the underlying investigative documents that would be expected to accompany this ROI -- including, for example, the NBC referral that sparked the investigation itself.

From: Department of Homeland Security Office of Inspector General

Sincerely,
