Good Morning,
The FCC has received your FOIA request. To process your request, we need to clarify records you are looking for.

You ask in your request for "Communications regarding health insurance registration robocalls. - Communications regarding/with business entities responsible for relevant calls and their representative agents/legal counsel. - Intelligence gathered during the investigation of responsible business entities. - Communications with telecommunication infrastructure/service providers utilized by responsible business entities. - Communications with telecommunication infrastructure/service providers regarding 'Caller ID Spoofing'. - A list of enforcement actions levied against relevant FTC Do Not Call Registry violators. - Communications regarding abuse of the FTC Do Not Call Registry by robocallers as a data source for active numbers to call."

--Are you looking for responsive files all relating to health insurance registration? Which health insurance registration and registration with whom? You need to cite the parties you are looking for communications records from.
--"Communications regarding/with business entities responsible for relevant calls..." - Do you mean calls relevant to the first item - business entities responsible for health insurance registration calls? Again, you need to name the entities you are looking for communications from.
--Intelligence gathered during the investigation of "responsible business entities" - what responsible business entities are you referring to? - You need to name the entities from whom you are looking for records.
--Communications with telecommunication infrastructure/service....utilized by responsible business entities - again, who are the responsible business entities you are referring to? You will need to be specific and name the entities.
--A list of enforcement actions levied against relevant FTC DNC violators - who are the "relevant FTC DNC violators" you refer to? You need to name the entities you want a list of enforcement actions against.
--Communications regarding abuse of ....."by robocallers as a data source for active numbers to call." - what do you mean when you say by robocallers as a data source for active numbers to call? What key words do you want us to search for?

Under the FOIA Under the FOIA rules, requesters must "reasonably describe the requested records." You will need to request specific records or documents in your FOIA request. Please also keep in mind, under FOIA rules, agencies are required to provide access to non-exempt requested records; agencies are not to respond to inquiries or answer requests posed as questions, such as (1) inquiries about the possible existence of certain Commission documents and information; (2) inquiries concerning the status of complaints; or, (3) inquiries about enforcement actions, etc. Additionally, the FCC does not generally discuss the status of current investigations or cases. Additionally, FOIA only extends to existing records; the FOIA does not require agencies to create new records or to conduct research, analyze data, or answer questions when responding to requests.

Your FOIA request was unclear; we could not discern from it exactly what agency records you are seeking. In making your request, you should be as specific as possible when describing the records you are seeking. It is not necessary for you to provide the name or title of a requested record. But, the more specific you are about the records or types of records that you seek, the more likely it is that we will be able to locate these records.

Thank you,
Stacey Weiss
