To Whom It May Concern:

Pursuant to the Freedom of Information Act, I hereby request the following records:

The Informant Records of one, George William Agiasottellis during the period of December 1962 and January 1963, as reported and recorded by Postal Inspector Earl Wheeler.

Context: These records were previously produced to the public At a hearing on October 23rd, 1967 and previously at a Grand Jury hearing in June of that year, where it was confirmed by Postal Inspector Raymond J. Dunne, U.S. Attorney Paul Markham, Assistant U.S. Attorney, Postal Inspectors, Edward Lee, John Collins and M.V. Sailor, that one George William Agiasottellis was temporarily employed as an informant for the Postal Inspectors for the months of December 1962 and January 1963 with a compensation of $75. Mr. Agiasottellis’ “handler” was Postal Inspector Earl Wheeler.

Mr. Agiasottellis became a fugitive for jumping bail, and said to have been murdered, thereby negating any possible ‘reprisals’ nearly 60 years later. In addition, records pursuant to the investigation by the Postal Inspectors, have been previously dispatched to one Howard Carr Boston Herald Reporter and Author, in which portions have been published as recent as 2014, therefore further negating the argument of the case files being no longer in existence.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Jarrod M. Barbetta

Dear Mr. Barbetta:

Thank you for submitting your Freedom of Information Act (FOIA) request to
the National Archives and Records Administration (NARA) via the
*FOIAOnline* website.
We received your request on July 6, 2021. Your request concerns
U.S. Postal Service (USPS) records related to George William Agiasottellis,
who may have acted as an informant for the USPS inspection service in
1962-63. Although you did not provide the name or location of the court
proceeding in your record description, you mention U.S. Attorney Paul
Markham, who served as the U.S. Attorney for the district of Massachusetts
from 1966-69.

Our office uses the *FOIAonline* portal for FOIA and Privacy Act requests
for the National Archives and Records Administration's *operational *records
(records created by this agency). Because your *FOIAOnline *request is for
records that may be textual *archival *records (records created by or
originated in a different agency but that may have been transferred to the
legal custody of NARA), we have forwarded it to our regional archive, *The
National Archives at Boston* which holds records concerning federal agency
operations in Massachusetts, and permanent records of the federal courts in
Massachusetts. Please note that the FOIA does not apply to records of the
judicial branch of the federal government.

Since *NARA Boston *does not process FOIA requests through *FOIAOnline*, we
removed your request from the *FOIAOnline* website. That facility will
assign your request for USPS records a new tracking number, and respond
directly to you. In the future, if you need to follow up with the staff
there, please contact them at the address below, or electronically via
email (email is preferred).

On our website at www.archives.gov/foia you can find further information

Due to the COVID-19 pandemic, and pursuant to guidance received from the
Office of Management and Budget (OMB), NARA has adjusted its normal
operations to balance the need of completing its mission-critical work
while also adhering to the recommended social distancing for the safety of
our staff. As a result of this re-prioritization of activities, you may
experience a delay in receiving a substantive response to your FOIA
request. We apologize for this inconvenience and appreciate your
understanding and patience.

Hi Jarrod,

Your reference number #NARA-NGC-2021-001126. was already answered by our
FOIA office. They wrote:

"Our office uses the *FOIAonline* portal for FOIA and Privacy Act requests

In Boston, I responded to your questions about the Plymouth Mail Truck
Robbery and was only able to locate an indictment from the case file and
get you scans. I was unable to locate any transcripts or grand jury
materials.

You had also asked about, the "Informant Records of one, George William
Agiasottellis during the period of December 1962 and January 1963, as
reported and recorded by Postal Inspector Earl Wheeler." You wrote, "These
records were previously produced to the public at a hearing on October
23rd, 1967 and previously at a Grand Jury hearing in June of that year."
That is the reason I assumed this would be part of the grand jury materials
or the transcripts which we could not locate.

You might find something in our online catalog like the General Records of
the Postal Inspection Service, 1832 - 1978
<https://catalog.archives.gov/id/7560713>. If you are interested, the
contact information is at the bottom of the description. Since these
records are unrestricted, you will not have to file a FOIA request.
Best,
Nathaniel

Requester Jarrod Barbetta--

I am writing in response to your request for an updated status on the
Freedom of Information Act (FOIA) request forwarded to the Boston Archives
on July 6, 2021 for records in the custody of the National Archives and
Records Administration.

We are forwarding your request for a status update to the facility in
question for a response to you. We are unable to provide status updates
from our office for requests not at the Archives 2 facility.

Thank you.

Hi Jarrod,

In 2021, the FOIA Portal notified you that your request doesn't apply to
archival judicial records, and they logged the FOIA number out of their
system:
https://www.muckrock.com/foi/united-states-of-america-10/george-william-agiasottellis-reports-1962-1963-115283/
.

In Boston, we reached out to you and attempted to answer several of your
questions about the Plymouth Bank Truck Robberry. The paired response (
https://www.muckrock.com/foi/united-states-of-america-10/grand-jury-minutes-preceding-cr-no-67-216-w-115284/)
is showing up as completed on your profile
<https://www.muckrock.com/accounts/profile/JarrodBarbetta/>, so I wonder if
it's just something that needs a flip switched on Muckrock to show this
outstanding request is finished. If so, please log the request out of your
Muckrock system so our FOIA office in College Park doesn't continue to get
a fax with the same request.

To reiterate, the National Archives at Boston found you an indictment from U.S.
District for Massachusetts 67-CR-216 but found no responsive records in the
case file for informant records of George William Agiasottellis from
December 1962 to January 1963.

Please let me know if you have more questions.
Best,
Nathaniel
