Communications
From: Joseph Uchill
To Whom It May Concern:
This is a request under the Freedom of Information Act. I hereby request the following records:
Concerning Georgia Secretary of State Brian Kemps' 2016 allegation that DHS hacked state servers (described below):
--The Microsoft report validating DHS claims and any communications with Microsoft on this issue.
--Any other report concerning this issue produced by DHS, the state of Georgia or one or more private sector entities working on behalf of the DHS or Georgia
--Georgian server logs depicting the "attack"
In a 12/08 article in The Hill (http://thehill.com/policy/cybersecurity/309530-state-of-georgia-allegedly-accusing-homeland-security-of-attempted-hack), I quoted a letter from Georgia Secretary of State Kemp to DHS Secretary Jeh Johnson: "On November 15, 2016, an IP address associated with the Department of Homeland Security made an unsuccessful attempt to penetrate the Georgia Secretary of State's firewall. I am writing you to ask whether DHS was aware of this attempt and, if so, why DHS was attempting to breach our firewall."
According to later DHS investigation, the "hacking" turned out to be the background internet traffic created when a law enforcement training officer at a DHS facility cut and pasted information from a Georgia firearms licensing database. DHS Inspector General Roth sent a letter to Congress concerning this investigation (http://thehill.com/policy/cybersecurity/339734-investigation-shows-dhs-did-not-hack-georgia-state-computers).
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
Sincerely,
Joseph Uchill
