Pursuant to the Freedom of Information Act, I hereby request the following records:

Hello, in 2019, US military members were operating in Gabon to quell unrest on the Congo. However, a coup ensued in Gabon due to accusations that President Ali Bongo was a deep fake. I would like all documents -- classified and unclassified -- pertaining to military operations during this timeframe: 01 January 2019 until 01 February 2019. I have attached an article pertaining to said uprising.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Our office received your request on May 9, 2023 and assigned it tracking
number 2023-178. Unfortunately, your request for "all documents -- classified
and unclassified '' pertaining to military operations during this timeframe:
01 January 2019 until 01 February 2019" is extremely broad.

You are reminded FOIA requires requesters to be specific in their requests.
Using the terms "all" or "military operations" are considered broad and lack
specificity. In addition, these terms may generate voluminous record sets and
in turn, require extensive time to review. Courts have stated "that FOIA was
not intended to reduce government agencies to full-time investigators on
behalf of the requesters or to allow requesters to conduct 'fishing
expeditions' through agency files. Courts have recognized that an agency's
FOIA staff is neither required to have "clairvoyant capabilities" to discern
the requester's needs, nor must they spend "countless numbers of personnel
hours seeking needles in bureaucratic haystacks."

Do you mean all AFRICOM military operations or those specific to Gabon
within that date range?

We apologize for the delay but the FOIA positions in this office have been
vacant since March, 2023. Thank you for your patience and understanding.

Thank you for your email. As mentioned in the email response to you on September 19, 2023, your response was too broad and you were asked to clarify and limit the scope of your request. As written, your FOIA request is unreasonably described, and is therefore unperfected. The request is unreasonably described because we are not able to understand exactly what records you are requesting.

We ask that you please state with particularity the specific documents you think USAFRICOM may have. Our office cannot perform a reasonable search for the documents you are looking for as you have described. Please submit your clarification and specified scope of your request by January 12, 2024.
