Mr. Smathers,

Upon review of our files, we determined that two requests were received In this office on 22 October 2013, both for the FY 2013 FOIA log. As you are aware, one was addressed to Navy Office of Information - West, and one was addressed to Chief of Naval Operations (DNS-36). Because this office is the FOIA Requester Service Center for both Navy Office of Information and Chief of Naval Operations, both requests were sent to DONFOIA-PA@navy.mil.

Upon receipt of two seemingly duplicative requests sent and/or received within a short period of time, standard office practice is to assume that the duplicate mailings were a technical error, and the duplicate request is discarded without notifying the requester. We are currently reviewing this process.

As the FOIA Requester service Center for both offices in question, the final response to DON 2014F000099 applies to both requests. We apologize for the confusion.

V/r,

SECNAV/CNO FOIA Office (DNS-36)
(202) 685-0412
(202) 685-6577 (fax)

Thank you for the clarification. The process makes sense and doesn't seem to need much revision. A quick email stating the request was a duplicate and was closed would have helped me though.

Thank you very much.

Regards,
Jason
