Pursuant to the Freedom of Information Act, I hereby request the following records:

Re: Freedom of Information Act Request

This letter constitutes a request under the Freedom of Information Act, 5 U.S.C. § 552 (“FOIA”) for all records that were prepared, received, transmitted, collected and/or maintained by the United States Citizenship and Immigration Services (“records”) relating to the list outlined below.

I am an individual seeking information for personal, non-commercial use. This is a fact-finding inquiry. Furthermore, this inquiry does not purport to provide any opinion or allege any fact about any person or entity with the exception of publicly available and published information cited or referred to in this preamble, the veracity of which should nevertheless be evaluated on its own merit.

I understand that I may not be charged fees for the first two hours of search time, or for the first one hundred pages of duplication. 5 U.S.C. § 552(a)(4)(A)(iv)(II). I am also requesting a fee-waiver. Shall any fees be applicable to this inquiry, kindly please notify me ahead.

- I am requesting any and all available records, files, notes, in any of their original or electronic formats, including entry and exit (deportation) procedures applied by the United States Citizenship and Immigration Services and or any of it's predecessors, being the "INS" (Immigration and Naturalization Service) agency , under the Freedom of Information Act, relating to the following individual:

Name: YURY TCHOP

Date of Birth: July 16, 1981

INS A# 072-051-451

This individual was last held in the Federal Detention Center in Oakdale, Louisiana between the years of 2002 and 2004. He was released from this facility and deported in July of 2004.
Mr. Tchop was assigned the following detention numbers: "413044" and "394963C" (this one may be a detention number assigned by the state of New Jersey.
