To Whom It May Concern:
Pursuant to the Freedom of Information Act, I hereby request the following records:
1. “Request-Splitting” Policy: Any record memorializing an EOIR or DOJ FOIA Office Policy or Practice permitting single requests received by EOIR to be split into multiple requests and assigned multiple tracking numbers where there is NOT an intra- or inter-agency referral contemplated by the agency’s FOIA office at the time the agency assigns multiple individualized tracking numbers to the request. Please limit the agency’s search to ONLY those records reflecting policies or practices CURRENTLY in effect.
2. “Request-Splitting” Statistics: Any record indicating the number of times EOIR’s FOIA Office engaged in Request-Splitting during FY20, FY21, and for FY22 through April 20, 2022.
3. Any policy guidance sought or received from DOJ-OIP by EOIR regarding Request-Splitting.
I make this request on behalf of Al Otro Lado’s #DetentionKills Transparency Initiative.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
Sincerely,
Andrew Free
