Pursuant to the Freedom of Information Act, I hereby request the following records:

All contracts, licenses, MOUs, MOAs, data agreements, letters of intent, State of Work documents, Scope of Work documents, and other agreement documents with SafePointe that were active any time between 1/1/2019 and 2/28/2024.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Good afternoon:

This is regarding your February 28, 2024 request under the Freedom of Information Act (FOIA), 5 U.S.C. § 552.

A preliminary review of the responsive records indicates that they may contain information that is protected from disclosure under FOIA Exemption 4, 5 U.S.C. § 552(b)(4). Exemption 4 protects from disclosure trade secrets and commercial or financial information that is privileged or confidential. Since portions of the requested documents potentially fall within the disclosure prohibition of Exemption 4, VA regulation 38 C.F.R. § 1.558 and Executive Order 12,600 require that we must notify the submitter of the record of this FOIA request, and offer the submitter an opportunity to object to the disclosure of the record in whole or in part and explain why the submitter believes VHA should withhold the record.

I have enclosed a copy of the letter that is being sent to the submitter of the requested records, for your information.
