This is a request under the Freedom of Information Act. I contacted FOIA on May 6, 2016 requesting records from HHS, DOJ, and OGC. A referral letter was sent to me on May 10, 2016. I have heard nothing from your office. I hereby request the following records:
All correspondence to and from Susan Becker, David Degnan, Zane David Memeger, Margaret L. Hitchinson, Desiree Wilkins, Thomas Rueter and Jacob P. Hart that contain the terms "release" ,"Settle", "Settlement," "Offer", "Acceptance", "authority", "contract" and "negotiations"
Looking for information related to how DOJ settles cases thus I will also need copies of all documents regarding case 10-CV-1253 regarding "Assiah Phinisee" or "Rasheena Phinisee"
I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com and assiahsliverfund.org, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

My request is not beyond the scope of the guideline for FOIA or the Privacy Act as government employees should not be using these systems for their private use. The information maintained and supplied by your office are files within a case I am a party to. If you are denying my request please state that that is you internet so I may appeal and/or begin the process of filing a legal suit.
