After careful review of your FOIA request, we determined that your request is too broad in scope or did not specifically identify the records which you are seeking. Dear Mason Turner:

This email acknowledges receipt of your March 8, 2024 confirmation email that

you with to pursue your request for educational transcripts and certifications under the Freedom of Information Act (FOIA.) You are indicated that you are seeking Emergency Management Institute (EMI) transcripts and the National Response Framework transcripts,

etc. on behalf of yourself.

Please explain what you mean by "etc." What other training programs besides the EMI and National Response Framework do you want our office to search for? What is the date range that you attended these programs? If we do

not receive clarification within the time frame that was indicated in our acknowledgment letter (COB on March 22, 2024) your request will be administratively closed.

An individual’s request for information pertaining to him/her is processed under both

the FOIA and the Privacy Act (PA) to afford maximum access to records. Because you have asked for copies of records about yourself, we must verify your identity to ensure that your personal information is not released to anyone other than you. The DHS regulations,

6 CFR Part 5 §5.21(d), require verification of your identity, including your full name, current address and date and place of birth. In addition, your request must be made in writing, must contain your signature, and should either be notarized or contain a

statement made under penalty of perjury as permitted by 28 U.S.C. 1746.

If we do not hear from you within the time frame already stated with the requested information, we will process your request with the understanding that you did not provide the

I am not sure why you are attempting to obtain personal information in order to fulfill a FOIA request from the general public. There is no law or rule requiring the disclosure of personal information as this would directly violate our 4th amendment rights. This request is to be processed as a request from the general public and it was not requested and is not requested that any additional privileged information be released because of the identity of the requesting party.
