Complete Federal Military Pension Application for Private William H. Groom. His Civil War pension application #623134 was filed on 20 Sep 1887 in Kansas. William was born on 12 Mar 1847 in Adams Co, IL and died on 26 Jan 1937 in Washington Co, KS. He served as a Private with the Union Army in Co E of the 50th Illinois Infantry in the Civil War. He enlisted on 25 Feb 1864 in Illinois and was discharged 13 Jul 1865 in Louisville, Kentucky. He appears in the U.S., Civil War Pension Index: General Index to Pension Files, 1861-1934 and the US Veterans Administration Master Index 1917-1940. Because William died after 1929, I am unable to order directly from NARA's eServices portal. Thank you in advance for your assistance with this request.

Dear Mr. Marshall:

This is in response to your Freedom of Information Act (FOIA) request for
the pension file (623134) for William H. Groom, who served during the Civil
War in Company E, 50th Illinois Infantry. Your request was received in our
office on January 12, 2024, and assigned case number 24-17506.

Many pension records for soldiers who served during the Civil War are
located at the National Archives in Washington, DC, within Record Group 15,
Records of the Department of Veterans Affairs. According to the General
Pension Index, Groom's pension file is now filed under C-2569244. We have
examined the holdings of C- and XC-pensions in our custody, and have
located the file in question. Since you mention in your email that you have
had difficulties ordering this pension file online, we have generated a
price quotation for the reproduction of Groom's pension file along with
instructions for remitting payment. Both are attached to this email. When
you remit payment, you can indicate to the cashier or Accounts Receivable
Specialist that you wish to obtain an electronic copy of the file.

The fee for a Civil War pension file is $80.00. Please note that the
National Archives is not appropriated to provide free copies of its records
to the public. Fees for reproductions of archival records are set in
accordance with 44 U.S.C. 2116 (c), which provides that reproduction fees
shall be set to recover, so far as practicable, all cost elements for
making copies of material transferred to the custody of the Archivist of
the United States. The NARA fees include the following cost components: the
direct labor and equipment costs for making the copy; archival handling of
the order, which includes preparing the records for reproduction and
packaging the reproductions for mailing; the cost of processing order
payments; and postage. Fees for reproductions are paid into the National
Archives Trust Fund and used to finance the reproductions. By law the Trust
Fund must be self-sustaining.

Furthermore, the FOIA's fee waiver provisions do not apply to archival
records, and as such the fee statute, 44 U.S.C. 2116 (c), does apply in
your case. It does not authorize NARA to waive reproduction charges for
individual requestors, and our inability to grant a fee waiver does not
constitute a denial for the purposes of the FOIA.

This completes the processing of your request. If you have any additional

We do not consider this a denial of your Freedom of Information Act request
because we have located the records you are seeking and have provided you
with information on how to obtain a reproduction. Furthermore, since the
pension files in our custody are open and available to the public, there is
no need to file a FOIA request with NARA. However, if you are not satisfied
with our action on this request, your options for appeal and dispute
resolution are outlined in the attached enclosure.
