From: Shreyas Gandlur

To Whom It May Concern:

Pursuant to the Freedom of Information Act, I hereby request the following records:

- All records and files, regardless of physical form, including cross-referenced documents and ELSUR records, concerning or mentioning:

Robert "Bobby" James Fischer (March 9, 1943 – January 17, 2008), the former chess world champion
Regina Wender Fischer (March 13, 1913 - June 27, 1997)
Hans-Gerhardt (a.k.a. Gerardo; Girard; Gerard) Fischer (September 28, 1908 - February 25, 1993)
Paul Felix Nemenyi (June 5, 1895 - March 1, 1952)
Peter Björn Nemenyi (April 14, 1927 – May 20, 2002)
Joan Fischer Targ (July 8, 1937 – June 2, 1998)
Aranka Nemenyi (a.k.a. Aranka Heller) (May 19, 1898 – January 1997)

Each of these individuals is included in the FBI RIDS Dead List (https://ia803107.us.archive.org/6/items/FBIRIDsDeadList2018/RIDSDeadList-2019.pdf) and inclusion in this list is sufficient to show proof of death.

I am aware that there are preprocessed records available for most, if not all, of these subjects. Please both reprocess these records as previously claimed exemptions may no longer be applicable. Additionally, please perform an additional search for records for each of those subjects, beyond existing preprocessed records. In particular, the FBI should have additional records on Bobby Fischer beyond the 10 pages available in the Vault, as the Vault does not contain records related to several possible interactions between Fischer and the FBI, including any cross-references, anything related to his 1992 indictment, and any records related to his 1972 and 1992 matches with Boris Spassky.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Shreyas Gandlur

From: National Archives and Records Administration

Dear Mr. Gandlur:

Thank you for submitting your Freedom of Information Act (FOIA) request to
the National Archives and Records Administration (NARA) through MuckRock
News via *U.S. Mail*. We received your request on September 8, 2020. Your
request concerns FBI files.

This office handles FOIA and Privacy Act requests for the National Archives
and Records Administration's *operational *records (records created by this
agency). Your request is for *archival* records (records created by or
originated in a different agency, but that may have been transferred to the
legal custody of NARA) to which access is restricted. Therefore, we have
forwarded it to our *Office of Research Services, Special Access and FOIA*
staff who handle FOIA requests for such archival records.

That office will assign your request a tracking number, and respond
directly to you. In the future, if you need to follow up with that office,
please contact them at the address below, or electronically via email.

The National Archives and Records Administration
Special Access and FOIA Staff (RF)
8601 Adelphi Road, Room 5500
College Park, MD 20740

By phone: 301-837-3190
By fax: 301-837-1864
By email: specialaccess_foia@nara.gov

For your reference, a copy of your request is below. In the future, we
encourage you to submit requests electronically since many of our staff are
working remotely, and we have limited access to our mailroom. If you have
future requests for FBI files, please submit them directly to Special
Access and FOIA at their email address above. Also, please send all status
update requests to the same email address. It helps to attach any
response you received from the FBI telling you the records have been
transferred to NARA.

Please visit our website at www.archives.gov/foia for information about
when and how to file a FOIA request with NARA. On our main website,
www.archives.gov, you can learn more about the resources that we offer to
the public, and access our online catalog.

Due to the COVID-19 pandemic, and pursuant to guidance received from the
Office of Management and Budget (OMB), federal agencies have adjusted their
normal operations to balance the need of completing its mission-critical
work while also adhering to the recommended social distancing for the
safety of our staff. As a result of this re-prioritization of activities,
you may experience a delay in receiving a substantive response to your FOIA
request. We apologize for this inconvenience and appreciate your
understanding and patience.

Sincerely,

Dear Shreyas Gandlur,

Thank you for your Freedom of Information Act request for records in the
custody of the National Archives and Records Administration. Due to the
COVID-19 pandemic, we are not able to process FOIA requests according to
our normal procedures. We have assigned your request the temporary tracking
number *RF-264. *When we resume normal operations, we will log requests
into our system in the order they were received. At that time, we will
provide you with a new FOIA tracking number and a more substantive
response. We apologize for this inconvenience and appreciate your
understanding and patience.

Sincerely,

Dear Shreyas Gandler:

I am writing in response to your Freedom of Information Act (FOIA) request
of August 31, 2020 for records in the custody of the National Archives and
Records Administration. Your request was received in this office on
September 3, 2020, and assigned FOIA tracking number 64611, interim
tracking number RF-264.

You requested FBI records related to the following individuals: Robert
"Bobby" James Fischer, Regina Wender Fischer, Hans-Gerhardt Fisher, Paul
Felix Nemenyi, Peter Bjorn Nemenyi, Joan Fischer Targ, Aranka Nemeni
(Aranka Heller).

We conducted a search of all available indexes transferred to the National
Archives.

We were unable to identify any FBI case files at the National Archives
related to Robert “Bobby” James Fischer, Aranka Nemenyi (Aranka Heller),
Paul Felix Nemenyi, or Joan Fischer Tar. It is possible that records
relating to these individuals are still in the custody of the FBI. If you
have not done so already, you may wish to submit a FOIA request to the FBI
for a search of their files for records relating to your subjects.
Information about how to submit a FOIA request with the FBI is available on
their website at
https://www.fbi.gov/services/records-management/foipa/requesting-fbi-records
.

We were unable to locate any files on Hans-Gerhart (Gerardo, Girard,
Gerard) Fischer, however, the index indicated there may be documents which
reference that name in file 100-HQ-138643, which is about the Soviet
Purchasing Commission. The file consists of 112 sections, with an estimated
24,000 pages. Based on our initial evaluation, this file is deemed
unresponsive to your request because Hans-Gerhart Fischer is not the
subject of the file. Unless we receive a response from you within ninety
(90) calendar days from the date of this letter to indicate you believe
these records are responsive, we will not include this file in your request.

We located the following files responsive to your request:

We identified Regina Fischer as the subject of the following files:

FBI File 65-HQ-45667, created between October 1942 and November 1972, and
consisting of an estimated 1400 pages.

FBI File 100-NY-102290, created between December 1950 and March 1989, and
consisting of an estimated 1000 pages.

FBI File 100-WFO-27777, created between May 1953 and August 1961, and
consisting of an estimated 100 pages.

FBI File 100-CG-27015, created between April 1953 and March 1960, and
consisting of an estimated 400 pages.

We identified Peter Bjorn Nemenyi as the subject of the following file:

FBI File 100-RH-10957, created between July 1969 and September 1969, and
consisting of an estimated 15 pages.

These records require review for information protected from release under the
FOIA <https://www.archives.gov/foia/foia-guide#determine>:
https://www.archives.gov/foia/foia-guide#determine.

The estimated total page count for your request is 2915 pages. Requests for
between 701 and 3,000 pages are assigned to our second-tier processing
queue. To give you an indication of our existing second-tier backlog, we
are currently processing requests received in June 2014.

Once we notify you that processing is complete, you may either visit our
College Park, MD facility to view the file at no cost or order a
reproduction. Our current fee for reproductions is 80 cents per page, so we
estimate the total cost will be $2,332.00.

communication is returned as undeliverable and no return address is
provided, your case will be administratively closed. To change your contact
information or to track the status of your request, please email
