Pursuant to the Freedom of Information Act, I hereby request the following records:
A copy of FBI files on Imad Muganiyah, (aka Imad Mugniyah, Imad Mughniyeh), an Iranian national whose death in Damascus was widely reported in the media on Oct. 5, 2011.
As a 35 year veteran of Washington journalism and Washington correspondent for AlterNet.org, I request a fee waiver. The documents I seek concerns U.S. government operations and activities. Their disclosure is likely to contribute to understanding of these operations or activities. Disclosure will likely result in public understanding of the artificial intelligence and drone warfare. The contribution to public understanding of government operations or activities will be significant.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I’m hereby appealing the rejection of FOIA Request #1402686. The subject of the request, Imad Muginiyah, died in 2008, and his death has been widely publicized.
While the nature of Muginiyah’s activities while he was alive certainly makes it seem feasible that there have been investigations into him and his activities, I’m requesting that the agency take another look and determine whether or not there are biographical data and/or closed investigations about which information can be released.
In addition to closed investigations, I’m also asking that the agency reevaluate the release of segregable materials that may be released. Some of this segregable material will be part of closed investigations, while other information pertains to open investigations, and I’m asking that the agency release any information they’re able to without compromising ongoing investigations, as I believe it’s unreasonable to assert that every single piece of information in an investigatory file is necessarily so vital to an investigation that it’s release would compromise it.
