This is a request under the Freedom of Information Act. I hereby request all records, briefs, emails, reports, and any other documents on, about, mentioning, or concerning an individual known as Abu Bilal.

This individual went by the name Abu Bilal in a propaganda video created for the Islamic Movement of Uzbekistan (IMU). Norwegian media first reported on the video in August 2012. Bilal, a former student with the University of Oslo and spokesman for the Muslim Student Union, was born in Tajikistan, but became a Norwegian citizen in 2000. According to a news report, Bilal was killed in Pakistan in August 2012, by a missile or missiles fired from one or more unmanned aerial vehicles (UAVs) - commonly referred to as "drones" - operated by a U.S. agency.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. I am a published independent reporter and a current contributor to Forbes (http://www.forbes.com/sites/runasandvik/). I have also had my journalism published on domestic and international blogs.

The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
