Re: Freedom of Information Act Request No. EPA-HQ-2017-005581
This letter concerns the above-referenced Freedom of Information Act (FOIA) request, received by the U.S. Environmental Protection Agency (EPA) on March 30, 2017, in which you requested "Any and all EPA Office of Water records related to agency protocols for updating, changing, and maintaining the content of public-facing agency websites, including, but not limited to changes to text and other web content (images, links, etc.), additions and removals of webpages and databases/datasets - especially where these protocols lay out the specific procedures that your agency follows to comply with the Federal Records Act and other federal records laws and regulations, or processes, procedures, or methods that are unique or different from, or provide greater detail to, general requirements under the Federal Records Act or other federal records laws and regulations. This includes manuals, guides, and all other communications (including emails) describing these procedures and processes."
The Agency is diligently processing your FOIA request.  However, we have questions with respect to the following item(s):  What specific Office of Water databases/datasets are you referring to? What specific Office of Water web pages are you referring to?
We would like to provide you the opportunity to clarify the records that you are seeking.  This FOIA request is tolled until we receive your clarification or modification.  Please respond to this request for clarification or modification within ten calendar days from the date of this letter.  Once we receive your clarification or modification, we will continue processing your FOIA request.  If we do not receive a response from you within this time period, we will consider your request to be voluntarily withdrawn.
Please contact me, Latosha Thomas, at thomas.latosha@epa.gov with your clarification or I can be reached at 202-564-0211 if you would like to set up a time to further discuss your request. (mailto:thomas.latosha@epa.gov)

From: Sarah Lamdan

Hi, Thomas. I am requesting records related to the Office of Water's protocols for webpage and database maintenance and updating/changing - the records containing the policies and procedures for all of the Office's webpages and databases, generally. I assume that each particular webpage and website does not have its own procedural requirements, and that there are some overarching policies, rules, and processes for updating, changing, and removing content from Office of Water webpages. If this is not the case, and each particular webpage has its own policies and requirements, let me know, and I'll send a list of particular webpages. Otherwise, I request the records including manuals, guides, and all other communications describing those general procedures and process for updating, changing, and maintaining the content of public-facing agency websites. Thanks, and let me know if you have any other follow-up questions/specifications, etc.

Sincerely,

Sarah
