Silver Star Medal On the morning of May 12, 1968, the hamlet of Giang Lon, located about 3 miles northwest of Phu Vinh, was attacked and overrun by the Viet Cong. Fifty-three members of the Tra Vinh Provincial Reconnaissance Unit (PRU), led by SK3 Donald H. Zillgitt, USN SEAL, and two companies of Regional Force troops were dispatched to counter-attack and drive the enemy from the hamlet. At about noon the PRUs landed just south of the hamlet where they were immediately in heavy contact with the enemy. The unit was soon pinned down in a rice paddy by the voluminous hail of automatic weapons fire. Petty Officer Zillgitt, realizing the threat of being overrun, skillfully deployed his troops to counter the threat. Heroically exposing himself, he then led his unit in the attack against the Viet Cong positions, forcing the enemy to withdraw. Still facing intense fire, and with Zillgitt still in the lead, the PRUs once again drove into the enemy with unwavering determination to defeat the communist aggressors. It was in this charge that Zillgitt fell mortally wounded when struck down by enemy gunfire. The PRUs continued their press forward, gained their objective and routed the Viet Cong who left 17 of their dead and 8 individual weapons on the battlefield. The heroism and leadership of Petty Officer Zillgitt prevented the PRUs from being overrun by the Viet Cong in the initial engagement and later enabled the PRUs to gain the initiative and drive the Viet Cong from their prepared positions.

Frank volunteered for a critical and hazardous mission against North Vietnam Operation Night Boat. Maynard Weyers and Frank were to sink a submarine in the channel at Haiphong Harbor. Frank was to be the SDV driver. This operation was an excellent concept that would have been detrimental to the VC efforts if the President had approved it.

"For meritorious achievement whle serving with friendly foreign forces engaged in armed conflict against the North Vietnamese and Viet Cong aggressors in the Republic of Vietnam from 24 october 1968 to 15 April 1969. As United States Advisor to the Provincial Reconnaissance Unit (PRU), Petty Officer LEPAGE trained and directed an unconventional irregular force of 115 indigenous combatants in paramilitary warfare designed to gather intelligence and neutralize the Viet Cong political infrastructure operating within his province. He planned, coordinated and directed over 400 intelligence and small unit reaction operations, coming under enemy fire on numerous occasions. He was continually required to effect liaison with high ranking United States and Vietnamese military and civilian officials. Petty Officer LEPAGE and his PRU were respinsible for 194 Viet Cong killed, 127 viet cong captured and the capture of numerous small arms, documents and several heavy enemy weapons. He led over 60 combat operations subjecting himslef to great danger due to the distance from, or inaccesssibility to, supporting forces. Petty Officer LEPAGE's professional competence, courage under fire, and devotion to duty were in keeping with the highest traditions of the United States Naval Service." for service as set forth in the following:
"For conspicuous gallantry and intrepidity in action in the Mekong Delta Region of the Republic of Vietnam on the morning of 18 December 1968. While serving as Provincial Reconnaissance Unit (PRU) Advisor and leading his unit on a prisoner snatch operation deep into an enemy controlled area, Petty Officer LePAGE distinguished himself by his heroic and selfless courage and exemplary leadership. After successfully targeting the enemy, the P.RU force led by Petty Officer LePAGE, immediately began to withdraw from the target area. The unit had proceeded only a few yards when it came under heavy enemy automatic weapons and rocket fire. Despite the firepower of the PRU, they were incapable of suppressing the heavy enemy fire. Realizing the seriousness of the situation, Petty Officer LePAGE immediately ordered a slow organized leapfrog withdrawal from the area, while continually exposing himself to enemy fire. The Viet Cong, a large and unseen force, constantly attacked from changing points along the line of the PRU's rear but were beaten back on each occasion through the efforts and leadership of Petty Officer LePAGE in his placement of covering fires. Upon reaching paddy area the PRU force commenced to receive additional enemy fire from four points consisting of rocket fire. During this initial barrage, a U. S. Artillery Observer accompanying the operation was seriously wounded. Petty officer LePAGE immediately moved to his location and administered first aid, exposing himself to enemy fire. Once in the open terrain, ħe directed gunships on the Viet Cong positions as he supervised the withdrawal of the PRU force. The courageous actions demonstrated by Petty Officer LePAGE contributed wholly to the success of the operation. Petty Officer LePAGE's heroic response while leading this Vietnamese force, demonstrated initiative and valor under concentrated enemy fire upheld the highest traditions of the United States Naval Service."

PRUs were planned and executed under the direct supervision of the CIA. In a practical sense,the CIA POICs controlled the PRUs and used the American PRU advisors to ensure the PRU teams were properly employed on counter-VCI operations. A great deal of authority and independence of action was given to the PRU advisors,often amounting to outright autonomy. Since many POICs were busy with their primary duties, not the least of which was the collection of political and strategic intelligence on the enemy Central Office South Vietnam (COSVN) and the North Vietnamese government, they simply did not have the time to micromanage the PRU advisor. Also,many POICs lacked military experience or their military experience was dated. This meant that they did not feel they had the technical expertise to plan and control the types of operations the PRUs were conducting and preferred to leave the operational details to the initiative of the American PRU advisors. Because the PRU advisors had a great deal of control over how and when their PRU teams were employed,the job required a level of maturity and sophistication not commonly found among the normal soldiers, sailors, or Marines.

THE PRESIDENT of the United States takes pleasure in presenting the PRESIDENTIAL UNIT CITATION TO SEAL TEAM ONE for service as set forth in the following CITATION:

For exceptionally meritorious and heroic service from 16 July 1966 to 31 August 1967, in the conduct of naval unconventional warfare operations against the Viet Cong in the Republic of Vietnam. Although often required to carry out their operations in treacherous and almost impenetrable mangrove swamps against overwhelming odds, SEAL TEAM ONE personnel maintained an aggressive operating schedule and were highly successful in gathering intelligence data and in interdicting Viet Cong operations. On one occasion, a six-man fire team ambushed one junk and two sampans, accounting for seven Viet Cong dead and the capture of valuable intelligence data. During this daring ambush, all members of the fire team remained in exposed, waist-deep mud and water in order to obtain clear fields of fire. As a result of their constant alertness and skillful reading of Viet Cong trail markers, patrols of SEAL TEAM ONE succeeded in discovering numerous well-concealed Viet Cong base camps and supply caches, and captured or destroyed over 228 tons of Viet Cong rice, as well as numerous river craft, weapons, buildings, and documents. The outstanding esprit de corps of the men of this unit was evidenced on 7 October 1966 when a direct hit by an enemy mortar round wounded sixteen of the nineteen men aboard the detachment's armed LCM, and again on 7 April 1967 when three members of the SEAL TEAM ONE LCM were killed and eleven were wounded in a fire fight with Viet Cong positioned along the banks of a narrow stream. On both occasions, SEAL TEAM ONE men who were able, even though seriously wounded, returned to their positions and continued to fire their weapons until the boat was out of danger, thereby helping to save the lives of their comrades. The heroic achievements of SEAL TEAM ONE reflect the outstanding professionalism, valor, teamwork, and selfless dedication of the unit's officers and men. Their performance was in keeping with the highest traditions of the United States Naval Service.

Presidential Unit Citation Announcement of Award to SEAL Team One, United States Navy. March 18, 1971
The President today awarded the Presidential Unit Citation to SEAL Team One, a subordinate unit of the Commander, U.S. Naval Forces, Vietnam, for extraordinary achievement while participating in combat operations in Southeast Asia in support of United States national policy during the period 22 January 1968 to 20 May 1969. SEAL Team One was cited for its outstanding performance of duty while carrying out its mission of conducting unconventional warfare and special operations in and from restricted waters, rivers, and canals of the Republic of Vietnam. During the period of this award, SEAL Team One had three detachments operating: one based at the Naval Support Detachment, Binh Thuy, one assigned to U.S. Military Assistance Command, Vietnam, and the other located in Danang. SEAL Team One employed small unit tactics, operating principally at night, utilizing helicopters, small boats, or whatever type vehicle best suited the specific operation at hand. Carrying the fight into some of the enemy's most secluded and in the past, safe havens, the personnel of SEAL Team One inflicted significant damage on the supplies, bases and morale of hos tile forces. Operating in remote areas, frequently removed from all allied support, SEAL Team One personnel provided a vital contribution to the success of the free world forces in Southeast Asia.
