This is a request under the Freedom of Information Act.

### Background ###

Several components of the DOJ, including the FBI and the DEA, have purchased software called RCS, or Remote Control System. This software is developed by an Italian company called Hacking Team. Hacking Team's US subsidiary is Cicom USA. Cicom USA sold RCS to the DEA. Please see:

My request is concerning the legal basis for the use of RCS.

### Request ###

I hereby request the following records:

- All legal memos related to, or concerning, the use or deployment of RCS, from January 1st 2010 to the present. This could include, but is not limited to, deliberation documents or memos approving the use of RCS.

In order to help to determine my status to assess fees, you should know that I am a journalist writing for Motherboard, VICE's technology and science site, and that this request is being made as part of news gathering.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
