Dear Mr. Eaton,

We have received your FOIA request to the Department of Energy, which has been assigned the controlled number referenced above. You requested: "The DOE Phonebook that was previously available at httpa://energy.gov/doe-phonebook."

Under the FOIA, before we can process your request, you must agree to payment of fees that may be incurred or request a fee waiver. You may indicate a specific amount that you agree to pay, no less than $15.00, which is the minimum amount at which DOE assesses fees. We would advise you if we anticipate fees to exceed the amount you indicate.

I look forward to hearing back from you.

Dear Mr. Eaton,

We are in receipt of your FOIA request seeking: "The DOE Phonebook that was previously available at https://energy.gov/doe-phonebook."

In response, we can provide a spreadsheet with information pulled from the DOE Phonebook data system, listing the name, phone number, email address and department for DOE employees, which populated the DOE Phonebook.

Please reply confirming you are agreeable to this responsive document.

Please note, we are also awaiting your response to my email of yesterday regarding your agreement to pay fees, attached hereto for reference.

If you have any questions, please contact me at 202-586-7504.

Dear Camille,

My apologies for the slow response! I was out sick yesterday. I'm happy to pay any fees up to $25, with the caveat that I'm a full-time investigative reporter at the online news outlet ThinkProgress and so should be eligible for a fee reduction.

As for the spread sheet, that sounds great. Thank you very much! And have a great weekend.

Best,
Joshua

From: Drohan, Kathleen (CONTR)

From: Joshua Eaton

Dear Kathleen,

Thanks for your note! One quick thing: I'm a full-time investigative reporter at the online news outlet ThinkProgress, which has 501(c)3 and 501(c)4 nonprofit status, so I should fit in the "media" fee category.

Best,
Joshua

From: Aponte-Rossini, Camille (CONTR)

Dear Mr. Eaton,

This is in response to your email, below, to Kathleen Drohan on May 30, 2017, asking to be classified as a news media requester.

Based on the additional information you provided, you have been reclassified as a "news media" requester for purposes of assessment of any fees, under the DOE regulation that implements the FOIA at Title 10, Code of Federal Regulations (CFR), Section 1004.9(b)(3). Requesters in this category are charged fees for duplication only and are provided 100 pages at no cost.

Hi Mr. Eaton:

Thank you for following up on your FOIA request referenced above.

We are currently still reviewing the DOE Phonebook for personal information (i.e. personal phone numbers and personal email addresses) that must be redacted under FOIA Exemption 6. The data from the DOE Phonebook consists of a spreadsheet totaling about 1,600 pages, and each entry must be reviewed.

We currently have a member of our staff solely dedicated to this task. We are arduously working on finalizing our review, as this document is responsive to your request and to a few others seeking the same information.

Please do not hesitate to contact me if you have additional questions.
