This is a request under the Freedom of Information Act. I hereby request the following records:

Any and all passenger Name Records, Secondary Inspection Records, IE Entry/Exit Records, I94 records, HR records, ITRAC, inspection records, or accounting of disclosures produced between Jan. 1, 1989 and Oct. 19, 2014 concerning Martin Ahmad Couture-Rouleau (also known as "Martin Couture-Rouleau," "Martin Rouleau," "Ahmad Couture-Rouleau," and "Ahmad Rouleau"), the Canadian citizen who rammed his car into two Canadian soldiers on Oct. 20, 2014, killing one, as described here: http://www.cbc.ca/news/canada/who-is-martin-couture-rouleau-1.2807285

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

I am writing in response to your email stating that you have closed FOIA request # CBP-2015-003853, copied below. In your email, you say that my request failed on the following counts:

- Your FOIA request is a third party request and did not include authorization that information on this individual can be released to you.
- Did not include a date of birth.
- Did not include a full name (and aliases as appropriate) of the individual in which you are seeking records
- Did not include a death certificate (or other proof that the subject is deceased)
- Did not include a clear and detailed description of the records being requested.

Let me respond to these points in order, one-by-one:

- Police in Canada killed Martin Ahmad Couture-Rouleau on Oct. 21, 2014 after he rammed his car into two Canadian soldiers. This fact was reported by the Canadian Broadcast Corporation after it was confirmed by Canadian government officials (see here: http://www.cbc.ca/news/canada/who-is-martin-couture-rouleau-1.2807285)
- While I do not have an exact date of birth for Martin Ahmad Couture-Rouleau, I do know that he was born between Jan. 1, 1989 and Dec. 31, 1989, inclusive due to media reports that he was 25 at the time of his death in 2014.
- My request included a full name along with a full list of aliases
- While I do not possess a death certificate for Martin Ahmad Couture-Rouleau, I believe that media reports and officials confirmations from Canadian government officials ought to confirm his death beyond any reasonable doubt.
- My request included a detailed list of documents that I am requesting, copied word-for-word from another, successful FOIA request to CBP (see here: http://arstechnica.com/tech-policy/2014/05/ask-ars-can-i-see-what-the-feds-know-about-where-ive-traveled)

I believe this should provide enough information for you to re-open and proceed with my FOIA request. However, I'm happy to provide more information upon request. Thank you for your time and help.

While I do not have an exact date of birth for Martin Ahmad Couture-Rouleau, I do know that he was born between Jan. 1, 1989 and Dec. 31, 1989, inclusive due to media reports that he was 25 at the time of his death in 2014.
