To Whom It May Concern:

This is a request under the Freedom of Information Act. I hereby request the following records:

The final document outlining the methodology to be followed, individuals to be interviewed, data/documents to be obtained and scope of inquiry for the following evaluation: "Social Media Use at the Office of Intelligence and Analysis."

This project was announced in the DHS OIG "Fiscal Year 2015 Annual Performance Plan," available here: http://www.oig.dhs.gov/assets/PDFs/OIG_APP_FY15.pdf

I request that fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com. I furthermore request a fee waiver on the basis of my status as a journalist who has covered law enforcement, social media technology and the Department of Homeland Security extensively. Here is a selection of articles I have published in national media outlets:

The present FOIA request concerns a matter of interest to the public, as demonstrated not only by avid readership of my articles and considerable activism around monitoring of social media, but also by congressional hearings on the same.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Shawn Musgrave
