This is a request under the Freedom of Information Act. I hereby request the following records:

All summary reports of findings, results and recommendations following each of the three pilots for the Media Monitoring Capability (now Publicly Available Social Media Monitoring and Situational Awareness Initiative) -- these pilots were Haiti earthquake (January 2010), Vancouver Olympics (February 2010) and BP oil spill (April 2010)

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

The documents linked in the attached response letter for FOIA 2014-HQFO-00336 do not fulfill the request. The documents provided pertain solely to the privacy impact of the DHS Media Monitoring initiative -- I have requested the pilot reports, after-action reports and summary memos containing the findings, recommendations and analysis of the pilots themselves. Again, the documents provided pertain solely to the privacy dimensions of the pilot projects, rather than to their overall success, evolution and analysis.

Please confirm receipt of this followup, and let me know if I may provide further information to facilitate the proper completion of this FOIA request.

As you can see from the correspondence chain below as well as the attached response letter, DHS FOIA staff failed entirely to read this request or differentiate it from similar requests I previously submitted pertaining to the NOC Media Monitoring Initiative.

As I clarified on Sept. 17, 2014, the present request pertains to "summary reports of findings, results and recommendations following each of the three pilots for the Media Monitoring Capability (now Publicly Available Social Media Monitoring and Situational Awareness Initiative)," rather than Privacy Impact Assessment documents as linked in the final response letter.

I have attempted to clarify this to DHS FOIA staff, without response.

Please remand this request back to DHS FOIA for a good faith search and provision of responsive documents.
