Emails sent to or received from Delta Crescent LLC, James Cain, James Reese, and/or John P. Dorrier Jr. by any OFAC employee between November 3, 2020 and January 20, 2021.

Please include any files attached to responsive emails as well.

If any part of these documents are exempt from disclosure, please be sure to review and release all reasonably segregable nonexempt portions of responsive documents, as the FOIA requires.

I request that I be properly classified as a media requester. I am an investigative journalist who has written numerous articles on topics of public interest for the Asia Times, Responsible Statecraft, the National Interest, Reason Magazine, America Magazine and the Armenian Weekly, and I am requesting these documents in an editorial capacity. Please contact me if you have any questions about my media status.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Subj: Request confirmation of modified scope

Thank you for taking our telephone call today regarding your Freedom of Information Act (FOIA) request for emails sent to or received from Delta Crescent LLC, James Cain, James Reese, and/or John P. Dorrier Jr. by any OFAC employee between November 3, 2020 and January 20, 2021.

Request: Please verify by return email to me, no later than, Friday March 26, 2021, that you have modified the scope of your request to: emails sent to or received from Delta Crescent LLC, James Cain, James Reese, and/or John P. Dorrier Jr. by those OFAC Licensing employees who have dealt with Delta Crescent between November 3, 2020 and January 20, 2021.

Summary of meeting: We discussed the fact that the way your request is initially written all employees of OFAC would have to search their emails for records responsive to your request, even though they would not have any responsive records. By modifying the scope to the individuals who worked on the Delta Crescent matter, OFAC would be able to process your request in a much more timely manner.

If we do not hear back from you in the time indicated, OFAC will move forward with processing your request as modified.
