This is a request under the Freedom of Information Act. I hereby request the following records:

Records of items seized by the TSA at Omaha-Eppley Airfield in Omaha, Neb. (OMA), from 2001 to present, including items dropped in so-called "amnesty boxes" prior to entering airport security.

(I made the same request in 2011 while working at the Sioux Falls Argus Leader; I don't have the FOIA number handy, but the ensuing correspondence with a FOIA officer on that filing might be useful in fulfilling this request.)

I also request that fees be waived, as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a reporter working for the Omaha World-Herald and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request.

I would prefer that the records be sent electronically by email or, failing that, CD-ROM. If the data already are stored as structured data, I request that they be provided in whatever native format allows them to be imported into standard database or spreadsheet software. Examples include an Excel .xls or .xlsx file, an Access .mdb or .accdb file, a text-based delimited file, a .dbf file or an SQL dump readable by standard open-source database software. If this information is stored in a relational database, I request that it be provided in its original relational format, not "flattened" or de-normalized.

This is in regards to your FOIA request for "current copies of the Transportation Security Administration's PARIS, PIMS, and PMIS databases."

Please be advised, in accordance with 6 CFR § 5.3, your request is overly broad and thus does not reasonably describe the records sought. These databases are not simple databases that can be downloaded and copied; they are made up of many layers and modules of records, and contain a voluminous amount of records. Furthermore, parts of the PARIS database are exempt from disclosure under Exemption (b)(3) of the FOIA.

Therefore, can you please consider narrowing the scope of your request by stating specifically what records are you seeking?

For example, are you interested in incident reports at a particular airport for a particular date or timeframe? Are you seeking incidents related to specific subject matter at a particular airport on a date or within a particular timeframe?

By narrowing the scope of your request and providing more detailed information as to what you're seeking, it will assist us tremendously in conducting a search and processing your FOIA request. Please provide a response within 30 days from the date of this email.
