All documents relating to grants and financial assistance from the Defense Advanced Research Projects Agency (DARPA), including related projects like Memex, to the Tor Project.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I received an interim response request today, re: 17-F-0084.

For the record, we did not file this request on Oct. 17. It was filed on April 20, 2015.

Given our linear perception of time—which may only be an illusion—we understand it will not be
impossible for you to send us any records within FOIA's 20-day statutory time period. As a result, we
kindly ask that you waive all applicable fees associated with the search, review and duplication of
any responsive records.

I am writing to address your concerns with the interim response provided to you yesterday, 10/20/2016, via email for your FOIA request 17-F-0084. I have attached copies of both your FOIA request 17-F-0084 and that interim response for your convenient reference.

Concerning your request for a fee waiver, in your FOIA request, you ask for “a fee waiver.” Decisions to waive or reduce fees are made on a case-by-case basis and we will make a determination concerning your fee waiver request at the conclusion of the search and assessment of responsive records, should they exist. However, please know that this office will only assess fees if we provide the final response to your FOIA request within the statutory time allotted by the FOIA or the responsive records total more than 5,000 pages, even after a good faith effort on our part to limit the scope of your request.

Concerning the timeline of your request you should know that on October 17, 2016, we received at least 12 FOIA requests from Muckrock. All of these FOIA requests were purported to have been "submitted" at some prior time. We do not know who or where the Muckrock system was emailing or faxing these FOIA requests to. These FOIA requests were NOT received by this FOIA requester service center at the time they were purported to have been "submitted".

I was informed that at least one of these was FOIA requests was received out of channels in an attempt to "piggy-back" a completely new FOIA request on a closed FOIA request response. At that time Muckrock was informed that the new FOIA request was NOT being accepted as part of the old FOIA request and that they needed to submit the new FOIA request in a proper manner via fax (the usual method we receive Muckrock FOIA requests), mail, or via our free Website Public Access link (http://pal.whs.mil/palMain.aspx).

Your FOIA request 17-F-0084 was first received in this FOIA request service center on October 17, 2016.
