To Whom It May Concern:

Pursuant to the Freedom of Information Act, I hereby request the following records:

On June 30, 2019, the IRS Criminal Investigation Division (CI or CID) published an RFI (request for information) seeking information about technology for tracing cryptocurrency transactions, particularly with respect to privacy-enhancing technologies. The due date for responses from vendors was July 14, 2019, which has passed. This request seeks a copy of each response received.

The original RFI can be found here: https://beta.sam.gov/opp/6c8e3cfe6059462c8cdd82cea4252966/view

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Brian Waters

IRS,

Please be aware that we are willing to pay any search and duplication fees that are required to fulfill this request as outlined in a (5) A. Our understanding is that your letter is sent to clarify the fee category and the determination needed to fulfill this request.

For the purposes of a fee determination, I am making this request as member of Lucy Parsons Labs, an organization that researches government activity. We qualify as members of the news media as we intend to take this information about current events that is of interest to the general public. We intend to take any documents returned to us by using our editorial skills to turn raw materials into distinct work which we will distribute to an audience.

Please contact me with any questions about our previous reporting.

Thank you,
Brian Waters

Mr. Quigley,

This is a follow-up to my public records request, in order to clarify a typo.

In my original request, I wrote that your agency put out an RFI on June 30, 2019, with a due date of July 14, 2019. This was a typo, and both dates should in fact read 2020.

I hope that you also received my previous message regarding fees, and classification as a member of the media.

Thank you,
Brian Waters
