Pursuant to the Freedom of Information Act, I hereby request the following records:

Copies of any and all Agreements by and / or between any party and / or parties regarding land-use at the West Los Angeles VA Soldiers Home (aka WLA VA, WLA VA Medical Center, Soldiers Home, National Home for Disabled Soldiers, National Home for Disabled Veterans, etc.); which were signed, entered into, executed, partially executed and / or otherwise created between January 1st, 2021 through the date this Request is fully Responded to. The Requested Agreements described above include but are not limited to: Leases, Enhanced Use Leases, Sharing Agreements, Revocable Licenses, Access Agreements, any Revocable License that Village For Vets is party to for land that a VA CTRS Program operates on, any Revocable License that Inner City Law Center is party to for land that a VA CTRS Program operates on, any Revocable License that Brentwood School is party to for land that a VA CTRS Program operates on; as well as any Amendments to pre-existing Agreements regarding any such land use.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

An attempt to illegally close a valid Request long after it is overdue, by fabricating an estimate letter that was never received was never responded to - does not satisfy the valid Request that remains open should VHA respect the Administrative Procedures Act.

While I understand Braverman and McDonough may not be fond of Publicly Releasing the Information I request, which is already Mandated at Law to be Publicly Reported under the West Los Angeles Leasing Act as Amended and other Public Laws - their concerns with suppressing illegal land use deals at the expense of disabled homeless Veterans lives and Taxpayers General Welfare have no standing to interfere with this Request. Notwithstanding such, I cannot control any decisions they may make to do so while evidencing unlawful motivations.

What I am doing however, is Demanding my long overdue Request be immediately Responded to, free of charge, just like my prior Land Use Agreement FOIA regarding a longer time period was in December of 2020 - because US DVA is already violating Public Law by not having timely Published the Requested information for Public and Congressional review long ago.
