Any and all written or electronic communications, including email attachments, sent or received by Ernest Conant that relate to the title transfer or proposed title transfer of irrigation infrastructure to water contractors of California's Central Valley Project.
I am a reporter for The Guardian and Pacific Standard.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

The records have been compiled and reviewed by this office and are currently under a required review by another Federal Agency, the Office of the Solicitor (SOL). The review has an undetermined completion date. I have been given no further update from that office since November 7. I do not control the timetable of that agency so I will estimate that once I receive the results of their review, I will be able to provide the complete set of records to you within 3 business days of receipt, assuming no further processing issues. Your request is being processed as quickly as possible within the scope of our regulations. The Reclamation records that you have requested are in the hands of the Department of the Interior's Office of the Solicitor for review. I requested an update from that Agency on January 15 and have not yet received a reply from them. After receiving this email, I again asked for an update this morning.
