From: Michael Schulson

To Whom It May Concern:

Pursuant to the Freedom of Information Act, I hereby request the following records:

Any and all written or electronic communications, including email attachments, between the Office of Science Policy Acting Deputy Director Jessica Tucker and any representative, lobbyist, official, or other agent of one or more of the following professional organizations:

ABSA International: The Association for Biosafety and Biosecurity (ABSA)
American Association for the Advancement of Science (AAAS)
American Medical Association (AMA)
American Society for Microbiology (ASM)
American Society for Virology (ASV)

This request seeks records produced since January 1, 2021.

Because I am a reporter whose work includes scrutinizing federal agencies and publishing my findings for the benefit of the American public, I request a fee waiver.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Michael Schulson

Hello Mr. Schulson,
In an effort to try and narrow the scope of the request, is there a specific topic or keywords that you can provide for the search for responsive records? With broad searches it is very likely the results will include junk mail and other communication that may be of no interest.

Please let me know and I'll process your request accordingly.

Thank you,

Luke

Hi, Luke,

Thanks for your note. Would it be possible to narrow the search to the following terms? (For common acronyms, I've written the term in both forms, with the OR search operator):

BSL-3
BSL-4
Congress
dual-use OR DURC
enhanced pathogen of pandemic potential OR ePPP
gain-of-function OR gain of function OR GOF
institutional biosafety committee OR IBC
National Science Advisory Board for Biosecurity OR NSABB
Potential Pandemic Pathogen Care and Oversight OR P3CO

Please let me know if this is helpful, or if there are other ways I can modify the request to the reduce the burden on the agency.

And, if it would be easier for you, I’m happy to get on the phone at any point: (423) 903-0334.

Thank you for your help in coordinating this records request, Luke — I appreciate it.

Best,

Michael
