Dear Mr. McCall:

This is in response to your Freedom of Information Act (FOIA) request
(24-18634) concerning records of the Committee on Public Information
(Record Group 63). We received it in this office on January 19, 2024.

The "Correspondence of Harvey O'Higgins on Use of the News Services, 'The
Official Facts' and 'The Daily German Life'" fills a single archives box (5
inches wide, containing 400-600 pages). Most of the items in this file are
dated October through November 1918. "Letters of Harvey O'Higgins Giving
Information on German Propaganda Lies" consists of 2 folders (200-300
pages). The files in each series are too unorganized to identify only the
documents dated 27 August to 15 November, 1918, as you requested.

We make reasonable efforts to assist researchers with their work. As a
matter of policy, the National Archives is staffed to assist researchers
with their work, including but not limited to pointing researchers to
helpful finding aids to begin their research. However, given the
limitations on staff resources, we do not generally conduct substantive
research in response to requests filed under the Freedom of Information
Act, except in circumstances where documents are easily locatable.

We will be happy to make the records available to you or your
representative in the Textual Research Room (Room 2000) here at the
National Archives at College Park, Maryland. If you are interested in

Dear Tab.

Thank you for your prompt reply. I am surprised it is so much material. Accordingly we can dispense with the larger Item 9.

According to the inventory, of Item 10 "Letters to Harvey O'Higgins Giving
Information on German Propaganda Lies" is supposed to be 2 inches covering May to Oct 1918.

Are the two folders you describe in general chronological order? If so, copies of just the second later folder should suffice. Alternatively, the search dates could be restricted to from 23 Sept 1918 to 7 Nov 1918 inclusive. These time points are guided by dates of articles in newspaper databases.

It would be nice to do this in person. Cumulatively I spent months researching this project at the Washington and College Park Archives when I lived in metro DC area and also made trips to the Ft. Worth and St. Louis archives. This process very educational and enjoyable. The research was almost complete when, as you know, the archives were closed two years for COVID. In the meantime, I had to move to Florida to care for my 89 year-old mother. Because of her medical problems, it is not advisable to travel. I hope these documents will complete research for this project and make it publishable.

Thank you for your message of February 5.

I conducted a cursory examination of the two files that make up the item in
question. I saw two letters dated in September and one letter dated in
November. Most of the contents of both files were dated in October 1918
that is, if they had dates on them at all. The folders contained
numerous undated items. Moreover, the documents in the files were not in
tight chronological order because the dates of the documents jumped around.

Upon request, I will provide you with a written estimate for the cost of
copying the two files in their entirety (500-800 pages at $0.80 per page).
We can only provide an estimate for all of the contents of the files. We
are not adequately staffed to do the detailed research necessary to exclude
those few documents outside of the 23 September-7 November 1918 time
period. We can assist researchers with their work, but we cannot do
substantive research for them.

If you want an estimate, please send a new non-FOIA request with the
particulars to archives2reference@nara.gov. That way it will be properly
entered into our tracking system and, thereby, re-enter the queue of
researchers awaiting responses to their inquiries. Please include a
complete mailing address and a telephone number.
