This is a request under the Freedom of Information Act. I hereby request the following records:

Any documents estimating the number of civilians killed by unarmed aerial vehicle (UAV), unarmed aerial system (UAS), or drone strikes in Pakistan, Somalia, Yemen, the Philippines, or any other country where the United States has carried out strikes of this kind.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

To Whom It May Concern: I hereby appeal the rejection in full of my request under the Freedom of Information Act. This request, which FBI assigned tracking number 1353045-000, was forwarded to the FBI from the State Department. As is its typical process, the FBI failed to cite specific justifications for invoking exemptions. This is contrary to both the spirit and letter of the FOIA, as well as contrary to guidelines from the Justice Department (Office of Information Policy). This is one of dozens of instances where the FBI inappropriately invoked exemptions in blanket fashion without the requisite specificity. Furthermore, the FBI failed to justify its withholding of the three pages in full rather than issuing these documents with partial redactions. It is clear under federal guidelines that agencies must redact documents where possible, rather than withhold documents in full. In light of the above, I hereby request that the OIP remand this request to the FBI for review of the responsive documents and provision of documents in accordance with their obligations under the Freedom of Information Act.
