This is a request under the Freedom of Information Act. I hereby request the following records:

Please provide all notifications of ongoing Non- investigation subject(NIS), whether categorized as intelligence, counter-terrorism, criminal, civil, or otherwise, under National Security labels or otherwise, and/or all notifications of enrollment into covert community policing/crime prevention/neurological or psychological behavior modification programs, naming me--Ciara L. Tavares-- personally as the person under scrutiny, investigation, or study, or as the person enrolled into any classified or unclassified programs of the kind detailed above, issued to any and all community members in the city and state of Bellevue, Washington and all reasons for these notifications, from the time period as to when it started the invasion of my privacy and the destruction of my character. To my awareness it started 1 Feb. 2013 to the present date of Sept. 2, 2022 along with specific information contained in the notifications, including the manner of labeling and characterizing of my person, the specific reason for the investigation/s/program enrollments, the duration of the investigation/program, the manner in which the investigation/program is being conducted, and the authorizing body or bodies permitting the investigation; if your agency would like to state that such notifications do not exist, or that no such ongoing investigation or program exists or has been initiated, please provide a clear and truthful statement to this effect.

(This FOIA request, while specific to my name and person Ciara L. Tavares, addresses the current general public concern regarding illegitimate investigations and surveillance targeted at all law-abiding citizens and residents, including myself, and will provide particular information of general public interest, to all members of the media and the public.)

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Dear Sirs,
I have been informed by a former National Security Agency employee that Fusion Centers routinely tell law enforcement to “hide” files they are given by the Fusion Centers on people they dishonestly, illegally and unconstitutionally target for their fraud watchlist, in off-premises locations to avoid FOIA reqests or even legal subpoena’s, while keeping these “deny them their rights” files, still readily available, such as in the trunk of the daily duty officer’s car. While I do not know specifically where you choose to hide such files, I do know from this experienced professional, that it is done. I am aware that the targeted individual program is unconstitutional and illegal based on the following Executive Orders, US Codes and because the Supreme Court has ruled no unconstitutional law is valid.

US CODES

18 US Code (sections) §241 and §242 prohibit conspiracy to deprive anyone of their Constitutional Rights.
18 U.S. Code § 1117 - Conspiracy to commit murder.
18 U.S. Code § 1111 - Murder.
18 U.S. Code § 2384 - Seditious Conspiracy.
18 U.S. Code § 2389 - Recruiting for service against the United States.

Executive Orders

E.O. 13606 - all who conduct or conspire to facilitate prohibited activities using sophisticated electronic technology to harm communications equipment, communications networks, or human beings are Axis of Evil, Rogue State Actors, or sympathizers, or terrorist infiltrators working against the American people and public at large, by the definition in (section) 7, to include transmission and display; as well as those using transmission and display, as well as those using information and communications technology to commit serious and grave human rights abuses, in violation of the counterfeit access device Fraud and Computer Abuse Act of 1984 (Electronic Harassment).

E.O. S-1233 , DOD Directive S-3321.1 and National Security Directive 130, the United States military and Intelligence Communities are forbidden by law from targeting U.S. citizens with PSYOPS within US borders.

E.O. 13526 - Neither Congress nor the President of the United States has the right to pass unconstitutional laws in effort to protect government employed criminals from being exposed for their wrong-doings. §1.7 (covering classified status allocation) specifically states that you cannot specifically classify information merely to cover up a crime. Any attempt to illegally seal records from disclosure will be viewed as and dealt with as a criminal act.

Supreme Court Rulings:
Marbury v. Madison, NO unconstitutional law is valid.
Norton v. Shelby County, 118 U. S. 425 (1886) states: An unconstitutional act is not a law; it confers no rights; it imposes no duties. It is, in legal contemplation, as inoperative as though it had never been passed. (i.e. following an unconstitutional law or directive affords you NO protection from liability and prosecution.)

Please examine the United States Constitution by examining
the 4th, 6th, and 8th Amendments which (4) guarantees probable cause is needed for a warrant for search and seizure; (6) guarantees a public accusation of a crime and a speedy trial. You have a right to know if you have been accused of something and what it is and who accuses you; (8) prohibits cruel and unusual punishment for people CONVICTED of a crime.
I am also inquiring about any records on me which you may have been instructed to “keep in unconventional locations to enable you to circumvent the FOIA law.”
