This is a request under the Freedom of Information Act. I hereby request the following records:

Source materials for the Dec 2011 report of the CIA Inspector General on the agency's relationship with NYPD, including the following documents and sources outlined in that report:

-transcripts and notes from witness interviews: the IG report indicates there were 33 interview subjects

-cables, emails, official correspondence, Congressional briefing notes, personnel and security files and Agency biographies, as indicated in para 1 of the IG report executive summary

-the memo "Law and Policy Governing the Conduct of Intelligence Activities," as cited in para 1 of the IG report executive summary

-the CONOPS developed in April 2002 for a temporary duty assignment of a DI analyst to New York City, as indicated in para 3 of the IG report executive summary

-the Leave Without Pay request, Outside Activity Request and all anual approvals for the CIA agent referred to in para 4 of the IG report executive summary

-communications and memos exchanged with the CIA Office of General Counsel regarding the "law enforcement proviso" as cited in para 5 of the IG report executive summary

-Communications between NYPD and CIA management regarding the NYPD detective detailed to the CIA between October 2008 and November 2009, including Commissioner Kelly's request, senior Agency management review and approval documents, as outlined in para 6 of the IG report executive summary

-the Memorandum of Agreement drawn up between NYPD and CIA for a full-time permanent analysts to support NYPD-ID, as cited in para 7 of the IG report executive summary

-the MOA drawn up for the Special Representative to NYPD, as mentioned in para 10 of the IG report executive summary

-the OIG report to the Intelligence Oversight Board of 8 Nov 2011, as cited in para 14 of the IG report executive summary

Additionally, I request the full memorandum to which this executive summary was attached.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
