All records including, but not limited to, emails, draft memos, final memos, guidances, and official directives including the term "Controlled Application Review and Resolution Program" and/or its abbreviation "CARRP" between 2008 and 2022.
Background:
A memorandum from Jonathan R. Scharfen, Deputy Director, U.S. Citizenship & Immigration Services, to Field Leadership unveiled the CARRP Policy for Vetting and Adjudicating Cases with National Security Concerns on Apr. 11, 2008. The policy since has been expanded to various categories of immigration benefit applicants.
I am an immigration reporter who writes about how such policies affect the public for publications like The Guardian, The New Republic, The Atlantic, NPR, and Bloomberg News.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
