Regarding all agency records of work performed by CapGemini subject any contract award within the scope of this contract: https://www.usaspending.gov/federal_account/070-0540 created during FY18, FY19, FY20.

1. All Statements of Work/Performance Work Statements or any other Deliverables Requirement for work Capgemini carries out.
2. All Invoices from Capgemini to the agency
3. All reports from Capgemini to the agency regarding work performed.
4. All subject-matter reports and related records regarding ICE detention centers or CBP hold rooms or processing facilities.
5. All requests for equitable adjustment, contract modifications, contract discrepancy reports, or modifications to any agreements between Capgemini and the agency.
6. Any agency reviews of Capgemini contract performance or work product.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I have provided you a link to the specific source of records I seek. I am not required by ICE’s regulations to identify a contract number. Nor will I. You, on the other hand, are required to conduct a good-faith, timely search with the strong presumption in favor of disclosure wherever ambiguity exists. The timing and content of your follow-up is evidence you are violating these statutory and regulatory obligations. Consequently, if you fail to conduct a search based on my failure to identify a contract number, I intend to seek referral of this matter to the Office of Special Counsel and report your office’s illegality to relevant oversight committees in Congress.

Please cease your office’s ongoing lawbreaking. Conduct an adequate search and release all non-exempt portions of responsive records without further delay.
