To Whom It May Concern:
Pursuant to the Freedom of Information Act, I hereby request the following records:
All CIA files on Brigadier General Donald D. Flickinger, U.S. Air Force, known in his civilian roles as Dr. Donald D. Flickinger (November 26, 1907 – February 23, 1997 | Social Security no. was likely 176-32-5303). His death was the subject of a New York Times obituary (see attached) among others.
Of primary interest are files pertaining to Dr. Flickinger's life and employment for government contractors from the years 1970 to 1997, but all files in the Agency's possession are being sought in this request.
If some records may be released immediately while others require a review, I request a two-tiered release.
I am making this request as a member of the news media, and request classification as such. I have previously written for Gizmodo, Slate, The New Republic, the New York Review of Books, Inverse.com, Scienceline.org, Gawker, Chemical Engineering magazine, and elsewhere.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
Sincerely,
Matthew Phelan
