This is a request under the Freedom of Information Act. I hereby request the following records:

The Official Military Personnel File (OMPF) including all Fitness Report and Counseling forms (NAVPERS Form 1610/2), the most recent Cumulative Record Of Training (NAVPERS Form 5300/16), the Background Summary (NAVPERS Form 1640/32), Officer Personnel Action Requests (NAVPERS Form 1301/85) and Form DD-214, for Brian Leif Babin (date of birth: 12/30/1975).

Babin currently operates a company called Echelon Front, which seeks to apply his and his business partner’s specialized Navy training in the civilian sphere, and frequently appears in mainstream media to comment about U.S. military activities:

Because Gilliam is considered a government and military expert by the national news media, there is an urgency to inform the public about the veracity of his claims to alleged government activity. Please respond with an estimation of the amount of time it will take to process the request.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
