Pursuant to the Freedom of Information Act, I hereby request the following records:

This is a FOIA request for any documents concerning any "Criminal Referral" received by DOJ pertaining to Gilbert Sapperstein and/or his associate Charles Richard Longo Sr. , possibly filed with DOJ by any federal, state, and/or local agency concerning Gilbert Sapperstein stealing an approx. $3.5 million from Baltimore School Board from early 1990's to 2003 and/or his known associate Charles Richard Longo Sr. and his alleged multiple federal bankruptcy fraud schemes built around Longo's alleged $12 million U.S. Dept. of Education student loan fraud schemes and the alleged approx. 2000 victims of Longo's fraud schemes in Maryland, and/or D.C. and/or Virginia.

It's possible that an alleged "Criminal Referral" was filed with U.S. Attorney for Maryland, Lynne Battaglia and/or her Chief of White Collar Crimes, Dale Kelberman (US DOJ MD) by Longo/Sapperstein's alleged arch enemy/best friend, William F. Howard, Assistant Maryland Attorney General and/or U.S. Dept. of Education and/or FBI in Maryland or Virginia or D.C. or Florida (if the FBI makes such referrals).

Requester suggests that DOJ search FBI communications with Maryland DOJ, Dale Kelberman and/or Battaglia concerning any Maryland FBI interview with William F. Howard, (alleged Longo/Sapperstein associate) on or about Feb. 10, 1995 and also any DOJ communications between Kelberman and/or Battaglia and William Howard leading up to a Sept. 1994 meeting between Kelberman, Howard, Lori Simpson, and a Mike Beck discussing the alleged multiple federal felony offenses of Charles Richard Longo Sr. and certain of his known associates.

It's also alleged that possibly Battaglia and Kelberman may have received "Criminal Referrals" concerning Longo's known associate, Gilbert Sapperstein from the IRS and and allegedly refused to prosecute while Sapperstein was busy stealing the approx. $3.5 million from Baltimore School Board early 1990's to 2003.

Also of special note is that the requester was recently informed (as part of a FOIA request) by the DOJ that the Maryland DOJ file on Gilbert Sapperstein went missing in 2001.

The requested documents will be made available to the general public, and this request is being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
