To clarify, please search your Office of Special Education Programs (OSEP) for all captioned media for years between 1979 and 2024. I understand you may need to consult with other parties, therefore I suggest working with your IT departments as well to search for vendors for captioning who use plug-ins within video editing software like those I have observed in Burbank. There may be more records at those Post Production facilities or vaults as they have been called.

On 10/6/23, we reached out to you seeking clarification pertaining to your FOIA request, 24-00055-F. Thank you for your 10/9/23 PAL messaging response, but we still require further clarification.

You are seeking "all captioned media for years between 1979 and 2024" within the "Office of Special Education Programs (OSEP)".

Please identify what program or event within OSEP you are seeking media and the accompanying transcripts from. OSEP hosts different programs annually. In addition, please specify what type of media you are seeking (video, audio etc.).

On October 9, 2023, in response to a request for clarification, you narrowed your request to the following "please search your Office of Special Education Programs (OSEP) for all captioned media for years between 1979 and 2024".

On November 1, 2023, we asked for further clarification and you responded with the following "I am seeking transcripts of all captioned media. Based on your October 9, 2023 communication, we are interpreting your request as all captioned media (television, music, movies, training videos, etc.) within Office of Special Education Programs between 1979 and 2024.

Please let me know if this interpretation is accurate. If it is not accurate and you are seeking all Department of Education's captioned media, please refer back to our original request for clarification sent on October 6, 2023.
